Gujarat can be considered to have performed well in the matter of Industrial Development. But it continues to be backward in the matter of social sector development.
As the latest Economic Survey of the Government of India shows, Infant mortality rate in 2011 was lower in Karnataka, Kerala, Maharashtra, Punjab, Tamil Nadu and West Bengal as compared to Gujarat.
Life expectancy at birth was higher in Haryana, Karnataka, Kerala, Maharashtra, Punjab, Tamil Nadu and West Bengal as compared to Gujarat.
Literacy rate in 2011 was higher in Himachal Pradesh, Maharashtra, Kerala, Tamil Nadu, Goa Sikkim, Manipur and Mizoram as compared to Gujarat
Thus there are several states in India which have a better performance than Gujarat in the social sphere. Even on the industrial development of Gujarat cannot be attributed to be sloely due to political leadership of the state. The entrepreneurship of the people of Gujarat is an important factor contributing to industrial development in Gujarat.
Gujarat cannot be considered to be a model state for development. The state may have achieved a high level of industrial development by Indian standards. However, this has been achieved at the cost of environmental deterioration and with the support of cheap migrant labour from outside the state.

Sure. Various articles have analysed that the performance of Gujarat has been lacking on a number of social and human development indicators. The last I read on this subject was the article titled, 'Mirage of development' in the Frontline issue of February/March 2013. |
