We all need to step down. Shankar Guha Niyogi’s goal should be the comprehensive development of the people.
The Maoists have taken a step forward and announced their readiness for peace talks under the name of Abhay, on behalf of the Central Committee.
Since 1967, the Naxalite movement has witnessed many experiences. Everyone knows what it has achieved over the past 60 years, and how many activists it has lost. At that time, it was believed that weapons for revolution would come from China through Bengal’s coastal Sundarbans However, this split into armed factions led to mass bloodshed. The same thing happened in Srikakulam. Today, a similar situation is occurring in the Abujhmud in Bastar region of Chhattisgarh. In countries like Russia and China, revolutions were successful within 35 years, and governments were established. However, this dream has not been realized in India. Meanwhile, the central government is declaring that they will eliminate everyone, including Communists, Muslims, and secular democrats.
The goal of the RSS over the decades has been to remove Communists, Muslims, and secular democrats from the country. With the rise of the BJP, steps are being taken to further that agenda. But is it possible to eliminate Muslims and Christians? Are they not humans? Are they not sons and daughters of the land? If the majority believes in their power, does that give them the right to eliminate others with different opinions, cultures, and religions? Will they kill everyone who disagrees with them? Meanwhile, the US is granting citizenship to the people of all nations, promoting unity. What does history say?
What happened to Hitler, who killed millions of Jews? Did killing Buddhists destroy Buddhism? Did killing Hindus eliminate Hinduism? Did killing Christ destroy Christianity? When Shia Muslims died in the battlefield of Karbala, did that eliminate the Shia-Sunni conflict? Did killing Naxalites eliminate Naxalism? These are the truths that history reveals.
The Naxalite movement has been a decades-long struggle, beginning for political power. They aimed to expand with the cooperation of the people, to improve their living standards, give land to farmers, and ensure access to water for agriculture. They demanded full rights over the forest. They worked with socio-economic agendas such as ensuring fair wages, land distribution, and equal rights for indigenous people. In self-defense, they took up arms and began an armed struggle, setting up bases in lowland areas and forests, and engaging in guerrilla warfare since 1967. They split from the CPI(M) and started being called Naxalites, who were then repressed by the CPI(M). Thousands of young leaders and activists lost their lives. After that, they divided into several factions and groups. Among these, Shankar Guha Niyogi worked in Chhattisgarh, Dalli Rajhara, Bhilai steel plant areas, advocating for peaceful and non-violent social development. He was eventually murdered. Other Naxalites continued their armed path. Vinod Mishra founded the Indian People's Front and contested elections. Some established people’s movements. These individuals studied Marxism and learned from revolutions in Russia, China, Cuba, and Vietnam, and took steps forward. Seeking to kill them with guns brings great harm to human resources. If their consciousness is redirected, they can grow much better than others. Buddha converted his would-be killer into a disciple. Mahatma Phule turned those who came to kill him into his followers. There are numerous examples of this. In the play Mudra Rakshasam, Chanakya used tactics to convert a demon, who was aligned with King Nandaraja, into the chief minister of Chandragupta Maurya. This is true skill – to use the power of the opposing side for one’s own benefit. Using a gun to kill shows incompetence.
“The Naxalites took up arms based on an ideological perspective. Therefore, they must be convinced and brought to peace through ideological discussions.”
The Indian Constitution, democracy, and the rights of the people should be compared with the constitutions and civil rights in Russia and China, theorized, and spread among the people. Those who join must have the opportunity to return to society with dignity at every stage and move forward in the political and social life.
Recently, leaders like Phoolan Devi and Seetakka, leaving behind their old ways, were elected to legislative assemblies. If such opportunities are given to Naxalites, they will learn that they can serve the people in this way as well. They should be made part of the comprehensive development of indigenous people by establishing a dedicated department and appointing them as full-fledged government employees, regardless of their qualifications. Steps must be taken to remove the tricks that recruit them into police forces and then have them killed.
“Victory in ideology comes only through ideological discourse.”
In the battle between Marxism and democracy, democracy triumphed. That is why the Soviet Union transitioned from one-party socialism to democracy.
Urban Naxalism:
Urban Naxalites are those who, while living their own lives, cooperated with Naxalites through ideological, physical, civil rights, literature, and art. This is all within the bounds of democratic rights. These individuals live openly. Labelling them as "Urban Naxals," filing cases against them, or killing them will only spread fear and will not destroy them completely. Marxism may have differences in political activities, but it continues to be dominant in the fields of economics, social science, and history worldwide. Only those ideologies that work for the welfare of workers and the people can bring forward Marxism.
"One Man, One Vote, One Value" – This is the highest goal proclaimed by the Indian Constitution. No other philosophy has said this until now. However, forces like BJP and RSS cannot accept this great Constitution and continue to uphold various forms of inequality, the caste system, and oppose democratic rights while claiming to uphold the "Sanatan Dharma" (eternal religion). They claim to oppose the West but use Western science and technology. This double standard is evident in their approach towards Muslims and Communists.
Urban Naxalites resist this undemocratic approach. If suppressed, it will lead to civil war and terrorism, and no one’s life, property, or rights will be safe. Forests where indigenous people live are the last remaining wilderness. They have lived there for generations, yet their rights are denied while being displaced for water projects, mines, and national parks. These projects have not benefited them in any way. They are living in poverty like the Native Americans. It’s time to allow them to live, to ensure their peaceful development. Naxalites must come to the table for peace. Governments must take responsibility, and democratic activists must work together to rebuild society, with the government’s cooperation.
The Maoist Central Committee, under the name of Abhay, announced readiness for peace talks on 2nd April 2025. This is a call for a comprehensive development-focused dialogue, without harming Maoist pride, and for a solution acceptable to both sides.
If you don't think from every angle, there will be no strategy to shield yourself from unexpected blows. Secret strongholds in the forests were thought to be invulnerable by the enemy. There was no sea route to escape with surrounding forces closing in. There were no neighboring countries to flee to. When it came to the Telangana armed struggle, Stalin's warning back then was, 'How will you achieve liberation in the heart of the country?' This was overlooked, and Kondapalli Sitaramaiyah designed a strategy for the Maoists, leading the Jagityala victory march into the forests. They took the forest route from the Satavahana kingdom to the Magadha kingdom, all the way to Nepal. Leaving behind an immense population, they ruled the forests. Military strategy became central, and politics was sidelined.
