Prof Omkar N Koul is a linguist who has studied at the Jammu & Kashmir University (1961-1963), K M Institute of Hindi Studies and Linguistics, Agra University (1864-1968), and the University of Illinois, Urbana-Champaign, USA (1969-1971). 

He has held various positions in Government of India which include
            
Director (1999-2000), Professor-cum-Deputy Director (1994-1999) in the Central Institute of Indian Languages, (Ministry of HRD, Government of India) Mysore,
Professor in the Lal Bahadur Shastri National Academy of Administration, Government of India, Mussoorie (1987-1994)
Principal of the Northern Regional Language Centre (CIIL) Patiala (1971-1987).
 
Publications:
           
His areas of interest are Linguistics, Language Education, Communication and Comparative Literature. He has worked on Kashmiri, Hindi, Urdu and Punjabi languages. He has written and edited more than 50 books and published about 150 research papers in India and abroad. His books include the following:

He has been awarded prizes, fellowships and honours by various governmental and non-governmental organizations, which include the following:
 
a.     Prizes on two  books by The Ministry of HRD, Government of India in 1975,         and 2003.
b.     Was awarded a visiting Fellowship by the Government of Australia to study           Administration of In-service Teacher Education in Australia..
c.     Was awarded a prize for research publications by the International Society for         Art and Culture, 1996.
d.     Krishenjoo Razdan Sarswati Samman, by Jammu & Kashmiri Vichar Manch,         2004.
c       Sampreti Samman, by SAMPERTI, Jammu, 2004.
e.      Lifetime Achievement Award by Kashmir Educational, Cultural and                        Scientific society, New Delhi 2013. 
 
He has held membership of various Learned Societies and academic boards:
 
a.        Life Member, Linguistic Society of India. Vice-President (1994-                               96),  President (1997-1999).
b.         Life Member, Dravidian Linguistics Association.
c.        Chairman of the Centre of Kashmiri Language, Literature and                                   Culture,  Delhi
d.         Chairman, Indian Institute of Language Studies, Delhi
e.         Editor, South Asian Language Review. (1991- )
f.          Editor, Vaakh (2009-)
g.         Consultant to the UNESCO on Endangered Languages and                                       Language  Policy.
h.         Member of boards of studies, evaluation bodies and academic                                   committees of various universities/institutions. 
 
He has visited a large number of countries including USA, UK, Canada, France, Australia, Belgium, Japan, Singapore, Thailand, South Africa, Russia, Kenya, Zimbabwe, Pakistan for participation is conferences and for delivering lectures.
